The purification tank in Japan belongs to the buried equipment, but it is only used in a single household, the household facilities are called "grooves", the village level treatment facilities are called "stations", and there are not one of the thousands of village level sewage treatment stations built in Japan.

王洪臣认为,农村污水处理技术应具备三个基本特点:一是免运行、低维护,就是不用人经常盯着运行,且这种免运行应不是以自控为前提,检修维护量也要低,这是农村技术必须具备的要求;二是抗冲击负荷,农村污水水量水质早中晚一日三变,夜间断水,清早高负荷。王洪臣指出,说不清楚怎么去抗负荷的设备化,怎能稳定运行?三是低能耗,按照质量守恒和能量守恒基本原理,人工曝气的好氧处理技术,村级规模的吨水电耗一定超过1度电,“这么高的电耗,不采用低能耗的技术怎么行?”

只有满足以上条件,才是适应农村特点的可持续污水处理技术。经过三年多的研究和论证,王洪臣带领尚川水务团队研发出了循环生物滤池(WRBF )技术,并获得国家发明专利。WRBF 技术实现了免运营、低维护,具有极强抗水质水量冲击负荷能力,并且运行能耗非常低,目前已经在北京、湖北以及内蒙等地20多个农村在稳定运行。
